On September 24, 2025, U.S. Transportation Secretary Sean P. Duffy announced the launch of Phase One of the National Consumer Complaint Database (NCCDB) modernization. Managed by the Federal Motor Carrier Safety Administration (FMCSA), the NCCDB is the primary tool for reporting violations of Federal Motor Carrier Safety Regulations. It gives drivers, carriers, and consumers a place to raise concerns related to safety, fraud, and household goods moves.3
Modernization introduces:
Simplified Navigation- Easier for drivers and shippers to file complaints.
Expanded Categories – For the first time, complaints can also be filed against property brokers.
Faster Agency Response – Streamlined tools for FMCSA to investigate and act.
Digital Enhancements – Improved accessibility and transparency for all stakeholders.
This is part of FMCSA’s broader “Pro-Trucker Package”, aimed at improving working conditions and giving truck drivers better tools to ensure safe, fair, and compliant operations.
Why This Matters for the Trucking Industry
Higher Accountability Across the Supply Chain
With property brokers now included in the NCCDB, shippers and carriers will have more visibility into brokerage practices. This means bad actors, whether unsafe carriers or non-transparent brokers, are more likely to be flagged and investigated.
Compliance Pressure Will Rise
As reporting becomes easier, carriers must double down on DOT and EPA compliance, driver training, and documentation accuracy. Violations are more likely to be reported and tracked.
A Stronger Voice for Drivers
Drivers now have a more efficient platform to report unsafe practices. This could accelerate investigations into hours-of-service violations, unsafe equipment, or unfair treatment by brokers.
Improved Industry Reputation
Transparency tools like this help weed out unsafe operators, strengthening the reputation of compliant carriers who prioritize safety.
What It Means for Shippers and Carriers
For shippers, the modernized database creates more visibility into which carriers and brokers operate ethically and compliantly. For carriers, it raises the bar for operational integrity. Non-compliance risks reputational damage, lost contracts, or even regulatory penalties.
At DIR Transportation, we see this as a positive development. As a compliance-first, employee-owned carrier, our operations already align with the strictest FMCSA, DOT, and EPA standards. From packaged HAZMAT (Classes 3, 5, 6, and 8) to temperature-controlled reefer HAZ loads, our teams are trained to deliver every mile with precision, safety, and accountability.
NCCDB modernization isn’t just a technological upgrade, it’s a signal of FMCSA’s increasing focus on safety, compliance, and fairness in the trucking industry. Carriers who cut corners will face more scrutiny, while carriers who operate with discipline and transparency, like DIR Transportation, stand to benefit from stronger trust and long-term partnerships.
At DIR, “We Deliver It Right.” That means compliant, transparent, and reliable service, every time.
